A former teacher, Josh founded Frontline in 2013 and is now the minister for children and families. He led Frontline for eight years before chairing the independent review of children’s social care for England. Josh then moved on to bring together the Early Intervention Foundation and What Works for Children’s Social Care as executive chair. He also co-founded SHiFT, an initiative breaking the cycle of children caught in or at risk of harm.
